BioI take Ragsiel as someone who looks or acts serious, but if you pay attention he's actually silly. I also think he's lonely (he has Kurt report to him regularly even though he doesn't need to), gets bored easily, perverted, and fond of humans.
He's especially fond of Kurt, which is actually shown to be more than just a perversion in the fanbox (if you play the scene where Might goes to talk to Kurt in Ragsiel's place, Ragsiel says that he and Kurt have a special bond. Might thinks he's just being perverted, but when he visits Kurt, Kurt has actually grown old by now.
So he likes Kurt regardless of whether he's young and hot or not.)
He's a rule-breaker (taking Might and Adonis to heaven was breaking the rules), and he can be selfish and forceful (he never "asks" the little humans if they want sex or to masturbate. Maybe he thinks he knows what's best for them?)
I think he's a nice god, overall. After all, he makes a human his best friend. But he's such a voyeur.
